Please ensure you are using brand new and powerful 4 D-cell batteries, as weak batteries are not able to drive the fan properly. When using the USB cable, please ensure the connecting USB port supplies 5V/1-2A rated power or it will not have enough power to run at high speed. If you feel the battery is loose after installation, you can adjust the spring plate in the battery compartment and pull the ring out a little bit to fix it.
